In accordance with Arthur Winsley’s Will, the Charity is governed by seven trustees residing or carrying on business in or near the borough of Colchester. The day-to-day management is devolved to the General Manager who provides first point of contact for residents. She is assisted by the Maintenance Assistant.
Acting Trustee – Amanda Westbrook
Amanda has a background in nursing and management within the NHS and has recently retired from her role as Chief Executive of Balkerne Gardens Trust.
Amanda has been a Trustee since 2004 and brings with her an abundance of knowledge and experience.
Irene Kettle
Irene Kettle was a journalist and newspaper editor for more than 30 years and is now a PR, Media and Marketing consultant.
Born in Colchester, she started her career on the Hertfordshire Mercury Series.
In 1996 Irene became the first female Editor at Essex County Newspapers in Colchester. She was promoted to Editor-in-Chief, Newsquest (Essex) and also edited the Essex County Standard.
Irene later worked as a Head of Internal and External Relations for the NHS.
A Rotarian since 2010, Irene is married to Richard and they have a daughter.
Andrew Waters
Andrew is a retired Chartered Surveyor and over 45 years gained experienced on a wide range of property and building matters. A speciality was building pathology on a varied range and age of buildings which has aided Andrew in his guidance on the upkeep and upgrading of Winsley’s housing.
Since 1985 Andrew has been the fabric officer of a 900 year old Church where he has a leadership role. He is a member of the Copford Neighbourhood Plan Group. Andrew undertakes research and collecting historical information on the villages of Marks Tey and Copford and has organised a number of Exhibitions and given talks.
Simon Pinion
Simon is a Chartered Accountant living and working Colchester. During the day Simon is a partner at Scrutton Bland, and his experience in advising businesses leaves him well placed to serve on the Board of Trustees at Winsley’s. Outside of work Simon is an active member of Round Table, and a Trustee and organising committee member for The Colchester Half Marathon. Previously Simon has acted as Treasurer to a local branch of a national charity, and has served as a Trustee of the world famous Maldon Mud Race.
David Hart
David is the Director of Finance & Corporate Services for Golding Homes. He has over 12 years of experience, previously having worked at Director level for the Chelmer Housing Partnership, Catalyst Housing Group, Moat and Eastlight Community
Paul Coleman
Paul is a Chartered Quantity Surveyor & Chartered Construction Manager. He is an Associate at Daniel Connal Partnership in their Colchester office.
He has over 36 years’ experience in the construction industry working for contractors and consultants, as well as being a client for the construction of a new church in Ipswich.
Paul works behind the technical desk livestreaming services at his church & until recently, was a trustee, serving on the leadership team.
He is married to Anna, they have 2 married children and a grandchild, he also enjoys playing tennis, supporting Ipswich Town & attending theatre & cinema
